Digitalization of Building Applications for Bologna City Council

No moving around or waiting for citizens and professionals who have to request services regarding Building Applications: the office is now "virtual" and the applications can be carried out on line with several advantages for users and the Administration.

Bologna City Council has completed its full digitalization path for municipal Building Applications and Matters that it started in 2013: an important goal for the Administration, but above all for companies and professionals that use the citizen services.

The project, carried out with Engineering's technological contribution, began with the digitalization of the most commonly reoccurring practices, such as Notification of Commencement of Works (CIL), landscape practices and CQAP pre-opinions, and was then completed with the digitalization of all the other types of practices, even the most complex ones. Consequently, after full digitalization and the final moment of the "changeover", applications and files on paper will progressively no longer be accepted.

The changeover "from paper to digital" has been realized from a technological point of view thanks to the implementation of the online platform "the Professional's Desk", via which the experts will forward any type of building file (not just building applications and SCIA, but also seismic files, fitness for use and preventive quotations, notifications and applications...) including attachments and digitally signed documentation.

The professional orders (land surveyors, engineers and architects) have been involved in the project with the goal of sharing some practices and operational modes. In particular, the possibility of sending documents from one's own studio without having to make an appointment with the offices in charge has been particularly appreciated.

The project has allowed the Administration to add another brick to its own digital services for citizens and companies, generating an immediate return for itself in terms of efficiency, including on an economic level (e.g. the cost of archives and opening hours of the public offices) and externally, allowing professional to carry out practices in an online mode with clear advantages in terms of time and simplification.
