DANTE: the research for a new anti-terrorism strategy

DANTE (Detecting and ANalysing TErrorist-related online contents and financing activities) is a project co-financed by the European Union, coordinating by Engineering and involving 18 partners from 10 European countries.

In a historical and political context where international terrorism has become one of the main concerns with its highly complicated characteristics, the fight against the financing of terrorism is crucial for the security of citizens and it is a key element in any fight against terrorism.

DANTE will deliver effective, efficient and automated data mining, analytics solutions and an integrated system to detect, retrieve, and analyse huge amounts of heterogeneous and complex multimedia and multi-language (in five languages) terrorist-related contents from both the Surface and the Deep Web, including the Dark Nets. The ultimate goal is to discover (by “connecting the dots”), analyse and monitor potential terrorist-related activities and people, with focus on online fund raising activities, but also considering propaganda, training and disinformation.

The expected wide scope of this project and its results are achievable by exploiting, improving, and integrating several existing data mining and analysis tools (mostly provided and owned by the project partners). These tools and services will be further evolved and enhanced to be put at the service of an integrated system aimed at fulfilling the requirements provided by the Law Enforcement Agencies (LEA) for the detection, analysis, and monitoring of terrorist-generated and terrorist-related online contents and fund raising activities.

The proposed solutions will be integrated, tested and validated by means of three pilots under the direct responsibility of the involved LEAs partners (Guardia Civil, Policia Judiciaria, Home Office, Carabinieri), according to their needs and experience, and taking into account the current state of practices, with the aims of achieving a concrete and effective improvement through the project’s results.
