City of Vicenza: Integrated Digital Management of On/Off-Street Parking

An integrated solution for the smart management of on-street, off-street, and intermodal parking.

Where: Italy
Challenge
The Municipality of Vicenza required a solution for urban parking management. The system included both on-street parking (more than 4,600 blue and yellow parking spaces on public roads) and off-street parking (multi-storey car parks and automated parking facilities), operating independently from one another. It was therefore necessary to harmonize more than 240 parking meters and several barrier-controlled facilities, ensuring effective monitoring and management to reduce traffic and pollution in the city centre.
Approach
The approach is based on a long-term concession led by Municipia, an Eng Group company, with the aim of supporting the City in the management of its parking areas. The primary objective of the project is to centralize governance through an end-to-end platform capable of orchestrating users, vehicles, and complex pricing policies.

The project implements an integrated digital ecosystem that includes: the INES Cloud on/off-street parking management platform an institutional White Label mobile app for payments latest-generation pay-and-display machines parking automation systems information displays and variable message signs The platform centralizes flows within the Financial Concentrator module and integrates ANPR license plate recognition technology for more effective enforcement. It also includes a 24-hour Self-Service portal for citizens and decision-making dashboards that cross-reference occupancy data, revenues, and the enforcement activities of parking attendants.
