Challenge
The Campania Regional Council, as the legislative body of the Campania Region, has launched a challenging multi-year project aimed at improving the range of services available to citizens and businesses, administrative transparency, de-materialisation of documents, reducing the costs of administrative activities, and compliance with standards.
Approach
In order to support the authority's transformation project, we have developed the “Iter Legis” platform, which plays a central role in the digital ecosystem, guiding the execution of the various stages of the legislative processes through Intelligent Automation and Advanced Analytics technologies. In this way, in addition to implementing a digital revision process of administrative and legislative procedures, a reorganisation of the tasks and roles of those involved in the workflow was initiated.

The solution is based on a 'generic' operating model which, when appropriately trained, makes it possible not only to respond to the contingent needs of the authority, but also to accommodate changes to the required processes or to introduce new ones with a limited effort and, above all, relying heavily on configuration activities. In line with this approach, the key points of the solution are:

  • The use of a business process engine (BPS), described in standard BPMN notation, which is reliable and open source
  • The development of a front-end web application ITER LEGIS (ITL) that can drive and monitor any process installed on the business process engine and interact with the document system so as to allow searches, uploads or downloads of documents, attachments, and supplements relating to a given procedure.
