Challenge
European cities face mounting pressures such as climate change, energy transition, mobility and demographic shifts, which call for faster, evidence-based planning. However, local administrations often lack interoperable and cost-effective tools to model urban dynamics at scale. The EU LDT Toolbox bridges this gap with an open, modular digital twin suite to simulate scenarios, test policies and co-design sustainable strategies together with citizens.
Approach
Engineering adopted a modular, open-by-design approach: rather than a single monolithic platform, the solution is structured into interoperable, standards-based building blocks that cities can compose and scale on demand. Reusable simulation components and a shared marketplace accelerate adoption and replicability, while an iterative co-creation method keeps citizens and stakeholders involved at every step.
Solution

Engineering has been involved in the delivery of the project adopting an Agile framework, engaging the client by design in sprint planning, reviews and backlog grooming.

The entire development cycle was supported by a DevSecOps pipeline that integrated security-by-design, automated testing and Infrastructure as Code, ensuring faster integration, higher software quality and the flexibility needed to absorb evolving requirements.
