Challenge
There are numerous challenges and threats that the maritime authorities need to tackle and address which are related to maritime accidents, piracy and armed robbery against ships, terrorist acts involving shipping, offshore installations and other maritime interests, illicit trafficking of weapons, drugs and persons, illegal, unreported and unregulated fishing, and cyber threats for shipping.
Approach
Maritime border surveillance and operations in EU need to face challenges related to the complex environment with a large number of islands and relatively unconstrained leisure traffic around large portions of the EU. EFFECTOR unlocks the full capabilities of maritime surveillance systems and data sharing at tactical and strategic level by introducing applied solutions for enhanced border and external security.

EFFECTOR implements a multilayered data lake platform for end-to-end interoperability and data exploitation, and for the exchange of enhanced situational awareness pictures at different levels with the CISE (Common Information Sharing Environment) network operated by EMSA and EUROSUR (European Border Surveillance system) operated by FRONTEX. Specifically, one of the main objectives was to propagate information generated by the CISE nodes with EUROSUR framework and Engineering. The project has received co-funding from the European Union's Horizon 2020 programme - Contract No. 883374.
