Challenge
The Municipality of Bologna is characterized by a significant historic center, with over 50,000 residents and numerous commercial activities, and must ensure access for everyone to these spaces. In this context, policies regulating access to the historic center are born, including the Limited Traffic Zone, and the need to address the complexities of the management process (issuance, renewal, and use of parking and access permits).
Approach
The first goal of the project was to replace the old software application for managing permits, which had limited functionality and was based on obsolete technologies, with a more modern, extensible, and configurable platform. The second goal was to gradually reduce the provision of services to citizens at the counter by introducing online services.

The project includes two web applications (one used by operators for managing the lifecycle of permits, and the other by Sector staff for system configuration) and a series of automated procedures to integrate and keep the database aligned with numerous external systems (population registry, motor vehicle services, remote monitoring systems, etc.). The system undergoes continuous evolution: currently, it is integrated with additional software within the Municipality's ecosystem (e.g., document management system, online forms application, Nuova Rete Civica). Moreover, numerous online services and applications based on newer technologies have been developed. Further online services and monitoring are being implemented.
