Implementation and Deployment of the Electronic Health Record in Hospitals of Abruzzo’s Public Health Authorities. Elevating the Digitalization of Care and Assistance Processes in Hospitals.

Challenge
The project is aimed at the four Regional Health Authorities of the Abruzzo Region. The operational context is linked to the implementation of the measures outlined by the NRRP funds under Mission M6C2, dedicated to the modernization of hospital technological and digital infrastructures, in line with the provisions of the Abruzzo Region’s 2021-2023 Three-Year Digital Health Plan (PSD).
Approach
The approach adopted for the project implementation was Business Agility, which is expressed across multiple distinct yet interconnected dimensions.
Technical and work agility: this approach empowers each resource to be autonomous within their scope of work and capable of organizing themselves independently within it.
We are carrying out the project for the implementation and adoption of the Regional Electronic Health Record solution through a delivery methodology based on project management and professional service management frameworks (e.g., PMP, ITIL, PRINCE2) that are universally recognized. This approach is enriched with elements that give it a distinctive nature for the clinical record domain, whose digitalization process—compared to other areas of the Hospital Information System (ADT, Order Entry)—is characterized by greater organizational and technological complexity.
It became clear that the project governance needed to be managed by a Regional steering committee, within which the project guidelines were defined. This structure is composed of stakeholders from the Health Authorities, who took responsibility for disseminating the decisions made within their respective organizations.
