The internal areas involved in the project showed a limited level of digital skills, impacting access to services and participation in digitalization processes. To address this need, the client promoted a digital inclusion and literacy initiative for citizens and local Public Administrations through an accessible, scalable learning model designed for users with different levels of digital competence.
Approach
Engineering designed a learning program based on the analysis of local needs and the DigComp framework, with the aim of fostering inclusion and the spread of digital skills. The approach focused on ease of access, personalized learning paths, and user engagement, integrating storytelling, gamification, and micro-learning principles into a continuous learning experience.

The solution included the design and development of an eLearning program aimed at improving digital skills for citizens and local Public Administration personnel. Based on the European DigComp framework, the learning path was structured into thematic modules and progressive levels, featuring multimedia content, interactive activities, and gamified assessment systems to foster engagement and self-directed learning.

The dedicated LMS platform, supported by an AWS cloud infrastructure, ensured personalized learning paths, accessibility, and progress tracking. The scalable nature of the solution also enabled the initiative to reach a broad user base and support continuous program improvement through usage data monitoring.
