ABSTRACT
The Metropolitan City of Bologna, Unions and Municipalities of the metropolitan area have completed a project to promote accessible public services as part of their digital and inclusive transformation efforts.

Challenge
In an evolving regulatory and technological context, the goal was to strengthen staff skills, adopt operational tools, and promote digital inclusion, in response to the challenges posed by the NRRP and European directives.
Approach
We adopted an integrated Public Program Management approach, supporting the client in operational coordination and in defining concrete tools, such as the Accessibility Guidelines. The process included specialized training, technical support, and guidance through cultural change to ensure an effective transformation.

The project has strengthened the skills of public sector personnel and promoted digital inclusion, also through the purchase of assistive technologies to improve service access for staff with disabilities. Municipia, a company of the Engineering Group, supported the Metropolitan City of Bologna in coordinating activities, managing the project, and drafting the Accessibility Guidelines—an operational and strategic tool for public administrations. Furthermore, it provided organizational support for the management of training activities, facilitating coordination with representatives from the structures of the Metropolitan City, as well as from the Unions and Municipalities within the metropolitan area, on issues related to disability, digital accessibility, and the culture of inclusion, in line with current regulations.
