ESAR: an Information System Supporting ARPAV’s Activities

Challenge
ARPAV, the Regional Agency for Environmental Prevention and Protection of Veneto, needed to digitalise the entire lifecycle of its annual activity plan. The goal was to harmonise planning, scheduling, reporting, and monitoring processes, while linking SNPA performance codes with additional KPIs used for management control and operational execution.
Approach
We analysed ARPAV’s internal processes and requirements, designing a system tailored to the Agency’s needs, fully integrated with our AREAS accounting solution and supported by Qlik dashboards.
Solution
ESAR centralises annual planning, monthly scheduling, operational management, and activity monitoring. It enables structured data collection and produces reports fully aligned with the SNPA performance codes. These SNPA codes contribute to defining the LEPTA (Essential Levels of Environmental Technical Performance) established by the Environmental Agency System across the Italian regions.
The integration with AREAS simplifies expenditure monitoring, while Qlik dashboards provide advanced reporting capabilities.
Thanks to its configurable architecture, the system can be adapted for other regional Agencies, offering a scalable and flexible model.
