SOLOMON: Strategy-Oriented analysis of the market forces in EU defense

Challenge
The project presents a challenging task: to create a streamlined and comprehensive taxonomy for the swift alignment of regulations (such as ITAR and EAR) with the EU defense system's value chain across various warfare domains, including sea-naval, land, air, space, cyberspace, and military services.
Approach
The SOLOMON project combines two complementary visions: the 'grand strategy,' which derives from the geo-political and economic positions of the EU, and a business strategy, as emerged from Michael Porter's Value Chain theory. The objective is to outline roadmaps for the supply risk of armament systems in the EU in a world characterized by changing strategies, technologies, and government restrictions. The project relies on a data analytics platform that will be developed and implemented, incl. a global data warehouse that will enable to map current EU defense systems’ technologies and raw materials (both existing and future ones), also to identify potential critical issues. SOLOMON includes partners from 10 European countries representing Ministries of Defense and Defense Industries, and think-tanks specialized in naval, land, air, space, cyber defense domains. It also relies on a Stakeholder Group, made up of 13 organizations from 9 countries, bringing expertise in defense domains. Engineering coordinates project management, collaborates with the European Defense Agency, and supports the technical development of the platform, methodology, and roadmap, as well as participating in the definition of cyber defense systems.
