Challenge
The project Social Welfare District  stems from the need to bridge the gap in the governance of data related to local welfare. Available data on citizens’ needs, provided services, and the locations and methods of integration were fragmented, incomplete, or inconsistent, thus creating a decision-making deficit.
Approach

Social infrastructure plays a fundamental role in promoting community well-being and cohesion and should be considered a key element in the design of urban transformation initiatives. Data must undoubtedly be included among social infrastructure: without knowledge, it is impossible to understand, plan, or measure the impact of interventions.

We analyzed the available datasets and identified those needed to complete the analyses required to define standard socio-economic KPIs; we gathered the client’s mapping and strategic needs, created specific KPIs, and collected and integrated additional datasets.

With the aim of strengthening collaboration between the Municipality of Padua and other local stakeholders, an IT platform has been developed to provide integrated insights into social dynamics. The platform connects multiple databases—both internal to the Municipality and from local entities engaged in social services—enabling Social Services to access more comprehensive information about community needs and to guide users more quickly and effectively to the appropriate services.

Moreover, the platform enables the extraction of complete analyses of emerging needs, returning aggregated and anonymized data that serve as a shared asset to initiate co-design processes and deliver innovative responses. The Municipality and its partners gain access to in-depth analyses that help prioritize actions and guide individuals and users toward a broader range of available services.

This creates a powerful, centralized information hub—a showcase to quickly identify available resources and foster stronger alliances between public authorities and the third sector.

By integrating demographic, economic, housing, and welfare data—already available through interoperable systems among cooperating institutions—the platform dynamically and interactively maps the living conditions of resident families, identifying critical indicators such as economic hardship, housing overcrowding, low education levels, care-related vulnerabilities, and large or single-parent households.

These indicators, aligned with ISTAT standards, ensure data comparability and usability for evidence-based local policy-making. The graphical and georeferenced representation of the data allows for real-time visualization of trends across different neighborhoods, enabling timely and targeted actions.

Dashboard Welfare is a scalable solution that leverages existing resources and promotes data-driven governance focused on equity, inclusion, and collective well-being.
