The UNCHAIN project revolutionizes urban logistics

ABSTRACT
UNCHAIN, R&I project funded by the European Community, aims to revolutionize last-mile urban logistics by creating a set of services and activities, tested and validated in 3 living labs and 4 follower cities.

Challenge
One of UNCHAIN’s three living labs is the historic center of Florence. The PUMS highlights the need to reduce and better manage the number of last-mile delivery vehicles entering the city center and emphasizes the importance of optimizing the use of time and urban space. The Florence living lab focuses on the historic center, aiming to improve traffic congestion, waiting times, and urban maintenance.
Approach
A key part of UNCHAIN’s mission is to break down data silos and promote data sharing and interoperability between public and private sectors. Moreover, through collaboration between public authorities and logistics stakeholders, UNCHAIN introduces a range of services, including decision-support tools for land-use strategies, Sustainable Urban Logistics Plans (SULP), and Urban Vehicle Access Regulations (UVAR). These data-driven solutions optimize the planning and operation of Urban Consolidation Centers (UCC) and loading/unloading zones, paving the way for improved urban logistics.

Innovative services have been developed to support and enhance policy-making and urban planning. Specifically:

  • Fast and agile tools for cities and operators to digitize the permitting process for access, transit, and parking; 
  • Monitoring, analysis, and reporting tools to track real-time and historical usage of loading/unloading areas; 
  • Info Parking and Parking Guidance systems to provide logistics operators with visibility of available and occupied parking spots, guidance to reach the selected loading/unloading zone as quickly as possible, and alerts on maximum parking time; 
  • Incentive systems to track operator behavior and reward the most sustainable practices.
