Use Case

Studying the territory to enable tax collection

ABSTRACT

A solution to enhance knowledge, management, and efficiency of public assets through a georeferenced register of points of interest.

Where: Italy

Mission
The implementation of a Territorial Knowledge System provides an accurate view of the road network and existing infrastructure, while at the same time supporting improved tax compliance and a consequent reduction of the tax gap.
Solution

The solution enables the creation of a digital Territorial Knowledge System based on a new road infrastructure database (Road Cadastre), including geolocated photographs of individual assets such as bridges, driveways, signs, and even underground elements such as pipelines.
This cadastre and the database for revenue management are fully integrated into a single information system.

This makes it possible to improve the management and efficiency of municipal revenues generated by the different tax “packages” provided for under the Single Asset Fee, thanks to up-to-date, complete, and verifiable territorial data.

Actions
Digital Ecosystem
  • A comprehensive survey of roads and mobility-related “packages” across the entire territory is carried out using advanced technologies such as 3D Cyclorama, road LiDAR, Street Ortho, and AI-based automatic extraction tools.
  • All relevant elements are identified and delivered in the most appropriate format for use in Geographic Information Systems (GIS) (SHP format), including: driveways, commercial signs, advertising systems and pre-signs, mobility assets, and other installations on public land.
Expected results

Improved data-driven governance by public authorities

Increased tax compliance and reduction of the tax gap
