Municipia (Engineering) at ANCI

Artificial Intelligence and Data Ethics at the heart of municipal digital transformation.

Natale Di Giovanna, Sales Director of Municipia - Engineering Group, speaking today at the ANCI 2025 Assembly during the panel “Innovation in Public Administration: Ethics, Transparency, Good Governance”, stated:

“The ethical and responsible use of data is not just a technological or regulatory issue: it is a necessary condition for digital transformation to generate public value rather than amplify inequalities. This becomes even more crucial when we talk about municipalities, where data is a precious asset that must improve citizens’ lives.”

He added: “However, a paradigm shift is needed: urban data must not only serve administrative efficiency but also act as a lever for equity, accessibility, and inclusion. Municipia supports local administrations in implementing data governance models based on transparent information catalogues, interoperability, and standardized processes. In line with the European Data Governance Act and AI Act, the company - already a technological partner of over 500 Italian municipalities - enables the ethical and responsible use of data through shared platforms that integrate information from key urban services such as mobility, environment, waste management, taxation, and tourism.”

In the many projects that Municipia carries out using digital technologies such as artificial intelligence, digital twins, and cloud solutions, continuous attention to the ethical use of community-generated information translates into concrete solutions capable of creating real public value. These digital infrastructures allow local authorities to overcome the historical fragmentation of systems and to develop predictive capabilities useful for improving service quality.

The panel, moderated by journalist Gianluca Semprini, featured distinguished representatives from institutions and industry: Antonio Amati (Deputy CEO, Almaviva), Domenico Carbone (Mayor of San Costanzo and President of the ANCI Youth Council), Giuseppe Falcomatà (Mayor of Reggio Calabria), Lorenzo Forina (CEO, Zenita Group), Marialuisa Forte (Mayor of Campobasso and Vice President of ANCI), Sergio Gianotti (Head of Public Sector, AWS Italy), Antonio Nicoletti (Mayor of Matera), Antonio Samaritani (Board Member, Maggioli Spa), and Elio Schiavo (Chief Enterprise and Innovative Solutions Officer, TIM).
