Challenge
The aim of the project was to provide the Emilia-Romagna Regional Employment Agency with the necessary tools to observe the regional and provincial labor markets.
Approach
The Regional Employment Agency of Emilia-Romagna was established in 2015 to ensure maximum efficiency in managing highly complex administrative functions in the field of employment services. Its role is to implement the policy directions defined by the Regional Government, in agreement with other territorial institutions, concerning the management and qualification of employment services provided to citizens and businesses.

Dashboards have been created, providing indicators on Active Policies, Internships, Regional Law No. 14/2015 for employment insertion and social inclusion of people in conditions of fragility and vulnerability, and Citizen's Income. The economic observation model developed is based on the workflow of employees (activations, transformations, terminations of employment relationships, variations in work position) recorded in the SILER archives of Mandatory Communications from Employment Centers. This data is complemented by the analysis of other available sources on a semi-annual basis related to INPS social safety nets. The data can be easily explored and managed by the user via QBE and OLAP with REGISTRY and ETL. The Dossier allows semi-automatic publication of economic reports on the Agency's website and is available to the public.
