Application Portfolio Management solution for the national tax collection system

In a complex regulatory context, such as taxation, and with a targeted intervention on legacy systems, the project aims to update the Application Portfolio Management (APM) of the national tax collection system.

Our client, a tax collection authority, needed to define and implement an evolution roadmap. This plan included remediation of technical debt, aimed at improving the quality of the source code and supporting the business strategy for the identification of candidate services for integration into the SOA platform, with the aim of a global technological evolution of the application portfolio of national tax collection system.
Approach
The Application Portfolio Optimisation (APO) methodology was adopted to provide a framework for managing our client's technology inventories, with the aim of optimising their value, reducing technology risk, improving operational efficiency and redirecting investment from maintenance to innovation.

The planned steps and activities were carried out using CAST's Software Intelligence, a leader in source code inspection analysis, which not only provides qualitative analysis of the software by calculating a set of metrics, but also enables the analysis of the portfolio in its entirety and heterogeneity by providing integrated views and related information.  The metrics capabilities are based on static analysis of all components of the application portfolio across all its constituent layers. This enables the reconstruction of the metamodel of national tax collection system, providing information on the architectural structure and transactional flows. Thus, the platform developed by CAST is able to identify possible causes of risks with direct impact on business.
