INTERSTAT - Open Statistical Data interoperability framework

Developing a framework allowing the interoperability between national statistical portals and the European Data portal and the deployment of cross-border services that reuse European statistical open datasets.

Approach

The EU’s Digital Single Market aims to create the right environment for digital networks and services to flourish. To support the Digital Single Market in succeeding, the Connecting Europe Facility (CEF) programme is funding a set of generic and reusable Building Blocks which offer basic capabilities that can be reused in any European project to facilitate the delivery of digital public services across borders and sectors.

INTERSTAT project is part of the Connecting Europe Facility and aims at developing a framework that will allow the interoperability between national statistical portals and the European Data portal and the deployment of cross-border services that reuse statistical open datasets from those portals.

Solution

The project will perform a set of scientific, technical but also legal-related activities to investigate and provide a set of solutions to achieve the following specific objectives:
  • enable interoperability among different national statistical portals and the European Data Portal through the adoption of standards and tools to automate metadata harmonisation and data publication
  • provide standards, methodologies and tools to achieve data harmonisation in the field of (linked) open data statistics among different national statistical institutions
  • provide uniform technical interfaces for a standard and simple re-use of statistical information through the adoption of CEF Context Broker Building Block and the implementation of ETSI NGSI-LD API specification.

The project consortium is led by Engineering and sees the participation of: ISTAT - National Institute of Statistics (Italy), INSEE - National Institute of Statistics and Economic Studies (France), FIWARE Foundation (Germany).

Engineering, in addition to coordinating the project, plays the role of main technological partner using Idra, the open source software for the federation of open data, developed by the R&D laboratory and part of the FIWARE platform.

INTERSTAT has received co-funding by the Connecting Europe Facility of the European Union under AGREEMENT No INEA/CEF/ICT/A2019/2063524
